Research of the latest principles of open access to scientific literature and improvement of the Open Ukrainian Citation Index (OUCI)

Many Ukrainian publications remain outside of international scientific databases, which negatively affects the image of Ukrainian publications. Since its launch, OUCI has been fully utilized by scientists and science management managers. The Open Science paradigm requires dynamic changes in scientometrics. Flexibility, transparency, and interoperability of scientific systems are the most important requirements in the modern world and are a prerequisite for the successful functioning of OUCI and the popularization of Ukrainian science.

Research of advanced principles of open access and improvement of the Open Ukrainian Citation Index (OUCI). This is a search engine and database that calculates metrics based on open Crossref data, generates ratings of Ukrainian journals by the number of their publications and citations, and allows tracking the publication activity and citation of Ukrainian scientists, primarily in the social sciences and humanities. The OUCI represents an open research approach to the scientific process and ensures the rapid circulation of high-quality freely available information:

  1. To process the sources on the project’s issues for the last 3 years.
  2. To study the work of the OUCI service since 2019 in terms of structuring and building an index model.
  3. Analyze the leading Ukrainian and international databases, implement the latest tools, approaches to working with metadata and search engine optimization of OUCI.
  4. Research user problems, develop, test and integrate new modules and functions of OUCI.

The research is carried out within the theme “Scientific research on the formation and implementation of state policy in the field of education, science, innovation and technology transfer. Forecasting of scientific, technological and innovative development” in accordance with the order of the Ministry of Education and Science of Ukraine No. 109 dated February 03, 2022.
